The September 11, 2001 attacks killed 2,977 people, including 441 first responders, making them the largest act of terrorism by foreign operatives inside the United States. Twenty-five years on, the toll is still debated and still rising: thousands of responders and lower-Manhattan workers were exposed to toxic dust at Ground Zero, and many have since developed cancers and other illnesses. As of March 2025, 8,215 people enrolled in the World Trade Center Health Program had died, including 5,844 responders, though the program does not track whether deaths were 9/11-related.
