Background
Cohen, a Memphis Democrat retiring from his 9th District House seat, also filed impeachment articles against Trump in 2017, when a Republican-controlled House voted down all such measures. Democrats later won the House in 2018 and Trump was impeached in 2019, though the Senate acquitted him. Cohen says the new articles reflect his duty to defend the Constitution and that he hoped the 120th Congress would provide more oversight.
