Go 中的平台无关 SIMD

Go 1.27 新增了一个实验性的平台无关 SIMD 接口，延续了 Go 1.26 的 amd64 API。
它让同一份 SIMD 代码路径可以跨 amd64、arm64 NEON 和 wasm 运行。
